That’s literally shedding. New fresh horn is already visible underneath, and will presumably keep growing until it’s back to its old size. It also means the shed horn is hollow on the inside.
I’ve read fairy tales in which unicorn horn was used to make cups. Presumably, liquid poured into the cup would be either revealed to be poisonous OR revealed to be poisonous and rendered harmless and safe to drink. People who feared being poisoned through ingested liquids would insist on having all their drink poured into the created cup in order to avoid such a form of assassination.
